Whether any voters’ votes were omitted from reported totals

Determine conclusively whether any voters’ ballots or ballot-marking device printout cards were omitted from Fulton County’s reported totals in the original machine count or the machine recount of the 2020 U.S. Presidential election.

Background

The analysis shows evidence of duplicated and triplicated counts but notes that, due to missing images and inadequate chain-of-custody controls, it is not possible to establish whether any voters’ votes were omitted.

This leaves unresolved whether omissions occurred and, if so, which votes were affected.
