Develop and institutionalize best practices for implementing the Trusted Flagger role under Article 22 of the Digital Services Act, specifying how reporting channels, prioritization, evidentiary standards, and accountability mechanisms should be designed and maintained in practice.

Background

The DSA’s Trusted Flagger mechanism alters the procedural order of moderation by introducing prioritized expert notices and new transparency and accountability obligations. These changes generate novel interactions among platforms, regulators, and TFs.

To ensure consistent, legitimate, and effective operation, clear best practices must be articulated and institutionalized across jurisdictions and platforms.
